Adobe plans to give more than 27 million eligible Saudi citizens and residents a year of free access to Firefly and Adobe Express. This is while developing a Saudi-focused image model with HUMAIN.
Global software company Adobe is expanding its partnership with Saudi Arabia’s Ministry of Communications and Information Technology (MCIT) and HUMAIN in a commitment valued at more than USD 4 billion. This will bring its AI-powered creative tools to millions of people across the Kingdom.

For businesses, creators and early-stage companies, the significance is not only access to software. It is the combination of AI tools, Arabic-language capabilities, training and locally relevant technology within Saudi Arabia’s broader push to develop digital talent and homegrown AI capabilities.
The Details
Adobe plans to provide more than 27 million eligible Saudi citizens and residents aged 13 and above with 12 months of free access to Adobe Firefly Standard and Adobe Express Premium features by the end of 2026. The company says the commitment is valued at more than USD 4 billion.
Firefly is Adobe’s AI creative platform for generating and editing content across images, video, audio and design. Meanwhile, Express is a simpler creation platform for content such as social posts, presentations, posters and other digital materials.
The partnership will also introduce a jointly developed image generation model from Adobe and HUMAIN, built using Adobe Firefly Foundry. The model is intended to reflect Saudi cultural context and enable users to generate imagery through Arabic-language prompts.
Adobe is also expanding Arabic support beyond the Saudi-specific initiative. Modern Standard Arabic right-to-left support is now available globally on Adobe Express desktop, web and iOS. It includes Arabic typography, text editing, interface controls and templates designed around Saudi culture.
The companies are extending the partnership into Saudi Arabia’s startup ecosystem as well. Beginning in early 2027, eligible startups and early-stage entrepreneurs participating in MCIT’s Center of Digital Entrepreneurship and The Garage will receive one year of free access to selected Adobe creative tools, expertise and training.
Adobe and MCIT Future Skills are also working to provide free practical learning courses through the Adobe Digital Academy, with a focus on creative, marketing and AI skills.
The Ripple
For Saudi Arabia’s technology ecosystem, the partnership adds another layer to the country’s investment in AI infrastructure, talent and locally relevant applications. It also gives startups and creators access to established commercial tools while the Kingdom develops its own AI capabilities through companies such as HUMAIN.
For Adobe, the expansion creates a large new user base for its AI products and deepens its relationship with a market investing heavily in digital transformation and AI adoption.
The partnership builds on an earlier strategic agreement between Adobe and HUMAIN announced in November 2025.
What to Watch
The immediate milestone is the rollout of free access by the end of 2026. The longer-term test will be whether the initiative translates broad access into sustained adoption, new creative businesses and stronger AI skills across the Kingdom.
The jointly developed HUMAIN and Adobe image model will also be worth watching once it launches, particularly how effectively it handles Saudi cultural context and Arabic-language creative workflows.
