FRA Launches IPO Readiness Program for State-Owned Companies

The initiative will train executives at provisionally listed state-owned companies. This will rely on a full simulation of the IPO process, from temporary listing to post-listing compliance.

Egypt’s Financial Regulatory Authority (FRA) launched a training program to prepare state-owned companies that are provisionally listed on the Egyptian Exchange (EGX) for public offerings. The initiative is the first national program supporting the government’s IPO program through training and qualification.

The program is delivered by the Financial Services Institute (FSI) and the Egyptian Institute of Directors (EIoD), the FRA’s two training arms.

The program is designed to help state-owned companies complete the requirements for listing and public offerings on the Egyptian Exchange (EGX). It forms part of the government’s broader IPO program, which seeks to expand investment opportunities by bringing additional state-owned companies to the capital market.

According to the FRA, the initiative also aims to strengthen the capabilities of company leadership and professional teams while supporting companies in meeting listing and disclosure requirements.

The Details

The program consists of seven training modules covering:

  • The legislative and regulatory framework governing the capital market
  • Provisional and final listing procedures
  • Financial and accounting readiness
  • Governance and sustainability requirements
  • Disclosure obligations and prospectus preparation
  • Public offering mechanisms
  • Post-listing obligations

The training sessions are delivered by specialists from the FRA, the Egyptian Exchange, and FRA-licensed IPO advisers.

The program targets chairpersons and board members of state-owned companies, chief executive officers, chief financial officers, finance and accounting managers, disclosure and investor relations officers, governance and internal audit officials, and other executives responsible for listing and public offering processes.

The program seeks to strengthen professional capabilities across companies and sectors. It also aims to promote financial literacy and support financial and technical preparations for public offerings. Additionally, it seeks to develop national professionals specializing in IPOs. 

The program also seeks to help companies targeted for listing on the Egyptian Exchange (EGX). It seeks to help them meet listing and offering requirements while applying best practices in governance and disclosure. This is through a comprehensive simulation-based training journey covering both technical and professional subjects.

The Ripple

The readiness program reflects the authority’s role in regulation, supervision, and market awareness to support more efficient financial markets, particularly the capital market.

Additionally, the government’s IPO program is expected to deepen and broaden Egypt’s capital market by listing shares in several state-owned companies operating across multiple productive sectors, providing investors with a wider range of investment opportunities.

The program is being implemented in coordination with the State Ownership Unit to help companies complete listing and offering requirements under the latest regulatory framework while supporting continued compliance after listing.

What to Watch

The first training cycle began on Sunday 26th July 2026. It will run for seven intensive training days and include executives, financial officers, and managers from 14 companies that have obtained provisional listings on the Egyptian Exchange.

According to the FRA, the initiative will not be limited to the 20 companies that have secured provisional listings through the State Ownership Unit. It will also be extended to other state-owned companies targeted for future public offerings. This includes companies in the petroleum, mining, pharmaceuticals, tourism, construction, education, and manufacturing sectors.
