Egypt Receives USD 3.5B from Qatar to Develop Samla and Alam al-Rum Tourism Project

Tourism Project

Egypt received USD 3.5 billion as part of the investment agreement to develop a plot of land in the “Samla and ‘Alam al-Rum.” This is an area on the North West Coast in Matrouh governorate. 

The contract was signed on the 6th of November 2025. The project is a partnership between the Ministry of Housing, Utilities, and Urban Communities, represented by the New Urban Communities Authority, and the Qatari company Diar

Investment

Counsellor Mohamed El-Homsani, the official spokesman for the Egyptian Cabinet, said this sum represents the “cash consideration.” This represents the first part of the agreement. 

The second part is an “in-kind consideration” consisting of a residential built-up area within the project. These are to be delivered as housing units projected to generate around USD 1.8 billion when sold after handover. In addition, the New Urban Communities Authority is entitled to a share equal to 15% of the project’s net profits. This includes the net profits of the project company and any affiliated or controlled entities, whether of Diar or the project company. This is after full recovery of the investment cost in accordance with the terms of the agreement.

The spokesman also affirms that this step reflects the directives of His Excellency President Abdel Fattah El-Sisi and His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar. These directives seek to deepen economic partnership between Cairo and Doha and continue strengthening bilateral cooperation between the two countries. Additionally, both nations seek to work together to promote sustainable economic development.
