Morocco is set to strengthen its startup ecosystem with a USD 140 million (MAD 1.3B) funding package under its Digital 2030 strategy. The initiative targets startups at different development stages, aiming to position the country as a regional digital and innovation hub.
The announcement was made by Amal El Fallah Seghrouchni, Delegate Minister for Digital Transition and Administrative Reform, at the fifth edition of the Digital Now Forum 2025 in Casablanca.
Of the total allocation, USD 81 million (MAD 750M) will support venture-building programs designed to nurture early-stage startups. These programs focus on supporting early-stage creation and growth. An additional USD 49 million (MAD 450M) will expand venture capital access, encouraging private-sector participation across the ecosystem. The remaining USD 7.6 million (MAD 70M) aims to strengthen and expand the Technopark network.

Delegate Minsiter Seghrouchni, explains that these new financing mechanisms are reinforcing Morocco’s venture capital landscape. These mechanisms aim to attract greater private-sector involvement and stimulate entrepreneurial momentum nationwide.
The combination of venture building programs and Tecnopark support aims to accelerate the creation of 1,000 startups by 2026. For the longer term, it targets the creation of 3,000 startups by 2030.
Beyond financing, Morocco is rolling out initiatives aiming to foster inclusive and balanced digital development. These include digital inclusion programs targeting rural areas and the establishment of Jazari Institutes. These institutes are expected to strengthen regional innovation ecosystems and support local entrepreneurship.
